Key findings

Five-bullet exec summary, scannable in under 30 seconds. Each finding is sourced and traceable through the full report.

91%

Tech debt is the #1 concern for 91% of CTOs

STX Next Global CTO Survey, confirmed 2025. The binding constraint on AI-roadmap delivery, not a separate problem from it.

+68%

Fractional executive demand grew approximately 68% YoY (2023 → 2024)

Fortium Partners market map. First-time CTOs now compete structurally with fractional operators in early-stage hiring conversations.

33%

Roughly a third of developer time is consumed by tech debt and legacy maintenance

CAST Software, Coding in the Red 2025. A ceiling on engineering throughput before any other intervention.

−10pp

Developer trust in AI-generated code fell from 43% to 33% in twelve months

Stack Overflow Developer Survey, 2024 → 2025. First-time CTOs are running AI-strategy decisions on a moving baseline.

12-18mo

Isolation and thin support infrastructure produce a 12-18 month burnout pattern

Pattern derived from practitioner literature (Larson, AmazingCTO, CTO Craft) and not yet captured in survey data. Four patterns separate CTOs who keep the role.

Methodology

The report synthesises six publicly available surveys (STX Next 2025, Stack Overflow 2024 and 2025, CAST 2025, Fortium 2024, Deloitte 2025, CTO Craft 2025) and four practitioner reference sources (Larson, AmazingCTO, CTO Craft, Lethain) to map the gaps first-time CTOs face. Surveys span publication years 2023 to 2025; practitioner sources draw on operator experience at multiple companies.

Where survey-reported figures span multiple years (e.g. STX Next 2023 confirmed in 2025 follow-up), we cite the most recent confirmed value. Stack Overflow figures use the combined trust total (“highly trust” + “somewhat trust”) from each year's public survey.

Primary data from CTOCoach assessment completers will be added in the next quarterly refresh once N ≥ 30 (currently below threshold). The report is updated annually each May. Corrections, additional sources, and methodology questions: research@ctocoach.com.
